Seymour is one of the earliest settled places in the region. Samuel Newell founded Newell’s Station here in 1783, and the first court of Sevier County, under the short-lived State of Franklin, met at the station in 1785. Through the 1800s the place was known as Trundles Crossroads; it took its present name after the railway arrived in 1909, from the line’s chief engineer, Charles Seymour.

The community straddles the northwest corner of Sevier County and the northeast corner of Blount County, in a rolling valley where the Smoky Mountain foothills meet the ridge-and-valley country. Bluff Mountain rises to the south and Bays Mountain to the north. US 411 from Maryville and Boyds Creek Highway join Chapman Highway near the center, and voters have repeatedly chosen not to incorporate.

Fast growth changes what needs testing

Census counts show how quickly Seymour has grown, from 10,919 residents in 2010 to 14,705 in 2020. A good part of the housing is therefore likely to be recent, and recent houses rarely justify an asbestos test.

The questions sit in the older layer: farmhouses, houses built before the 1980s and older manufactured homes. Any of these can contain asbestos in ceilings, flooring, siding, roofing or heating systems. If you are renovating one, or buying one with plans to gut it, have the materials you will disturb sampled first.

Sevier or Blount, the state program applies

Unlike Knox County, neither Sevier nor Blount runs its own air program. Asbestos work on either side of the county line is regulated by the Tennessee Department of Environment and Conservation’s Division of Air Pollution Control. Its notice, form CN-1055, has to reach the division at least ten working days before any demolition of a covered building, asbestos or not, and before a renovation that removes regulated material above 260 linear feet of pipe, 160 square feet of components or 35 cubic feet. The state charges no notification fee.
