A wartime city built from prefabricated panels

The federal government established Oak Ridge in 1942 as a Manhattan Project production site, at first under the name Clinton Engineer Works. Skidmore, Owings & Merrill laid out the town and designed its houses, and to build at speed they used cemesto: a core of sugarcane-fiber insulating board faced on both sides with asbestos cement, slotted into light wooden frames. The houses came in letter types, from small A houses up to larger family designs, alongside prefabricated flat-tops, apartments and dormitories.

The town passed to civilian control under the Atomic Energy Commission in 1947 and incorporated as a city in 1959. According to the National Park Service, many of the alphabet houses still stand as private homes. The 2020 census counted 31,402 residents, with the Clinch River and Melton Hill Lake curving around the city.

Remodeling a cemesto house

In most houses the asbestos questions are about ceilings, floors and pipes. In an original Oak Ridge house the wall panels themselves can be the material. Because cemesto is faced with asbestos cement on both sides, cutting in a new window or door, running new wiring through a wall, or building an addition against an old exterior wall can all disturb it. Drilling a few holes is a small disturbance, but it is still one.

The sensible order is to confirm what the panels are, plan the cuts, and handle the affected sections wet and under containment before the rest of the remodel goes ahead. Houses built in the decades after incorporation carry the more familiar list: textured ceilings, vinyl tile and mastic, and pipe insulation.

Oak Ridge pricing

Pricing follows the same ranges as Knoxville, listed on our cost page. Testing and inspection is $250–$600, and general residential removal runs $1,500–$8,000. Work on cemesto panels depends heavily on how much wall is affected and how the panels are fixed, so it is quoted after a visit rather than per square foot.

State rules in Anderson and Roane counties

Oak Ridge is outside Knox County, so Knox County’s local air program has no role here. Asbestos notifications go to the Tennessee Department of Environment and Conservation’s Division of Air Pollution Control on form CN-1055, at least ten working days before demolishing a covered building, with or without asbestos, and before renovations above 260 linear feet of pipe, 160 square feet of components or 35 cubic feet. There is no state notification fee.

Disposal is regulated as well: asbestos waste has to go to a landfill permitted to accept it, and TDEC publishes those landfill lists by region. Call (865) 420-5764 and tell us what you are planning for the house.

Frequently asked questions

How can I tell if my Oak Ridge house is a cemesto house?

Age and location are the first clues, since the cemesto houses belong to the wartime build in the older parts of the city. Only a lab sample confirms what a particular panel contains.

Does drilling into a cemesto panel release asbestos?

It can. Intact asbestos cement holds its fibers fairly well; cutting, drilling, sanding or breaking it is what releases them. Keep work on original panels to a minimum until a sample has been tested, and plan larger changes with containment in place.

Which agency regulates asbestos work in Oak Ridge?

TDEC’s Division of Air Pollution Control. Anderson and Roane counties have no local air program of their own, unlike Knox County.

Does every older Oak Ridge house contain asbestos?

No. Not every building from the period used cemesto, and later houses vary. Test the materials you plan to disturb rather than assuming either way.
